Move the sound toggle into the terminal settings menu
Suppressing sound is a terminal capability, so it belongs with ANSI,
color, character set and mouse in user_terminal.js rather than in the
general defaults menu next to message and file-scan preferences.
That menu labels its options with gettext() rather than text.dat ids, so
the UserDefaultsSound string is no longer needed and text.dat returns to
949 entries.
