Warning regarding the ICC

Trump does not want individuals who were ordered by his administration to commit war crimes, and subsequently did so (illegally), to face actual prosecution by the International Criminal Court (ICC) in The Hague.
Several ICC staff members have already been subjected to US sanctions and entry bans.
Trump is not the first president to attempt this; George W. Bush also clashed with the ICC.
Various US and Israeli officials have already come under ICC investigation.
If the US were to impose sweeping sanctions, the entire functioning of the court could be jeopardized. Several staff members have already found their bank accounts non-functional, as Trump has ordered US banks to stop servicing these individuals' accounts. This means, for instance, that they can no longer use Visa or MasterCard, services that form the bedrock of the Western banking system.
For Europe, this provides an additional reason to hasten the development of its own system; before we know it, the entire EU could be cut off from that system, just as Russia has been. While such a move would ultimately not benefit the US either, it would plunge Europe into a full-blown crisis. It would deal a massive blow to their economy, and Trump knows it. They are, in effect, being blackmailed.
