    If you take a look at this webpage about blocked ports, you'll notice that Spectrum says nothing about blocking port 23 but they do:

    My ISP blocks port 25. Thing is, when I asked them about it they were not
    even aware they were doing so. I think whoever they are buying the
    bandwidth from is actually doing it.
